Gary Clark
Gary Clark is the Director of Institutional Retirement Plans for CPS Investment Advisors. Prior to joining CPS, he served as the City of Lakeland Civil Service Director and Retirement System Director for over 13 years. He was responsible for the administration of the pension programs for general, firefighter and police officer employees participating in the $550 million Lakeland Retirement System. The system consisted of both defined benefit and defined contribution plans. He was responsible for designing and evaluating benefit enhancements; communicating options to active and retired employees; monitoring day-to-day investment activities; conducting investment manager due diligence; recommending asset allocation strategies to the trustees; examining and validating plan assumptions; and, annually preparing required reports to the State of Florida.
Before coming to Lakeland, he served as a Regular Air Force officer retiring after 26 years of active duty in the grade of Colonel.
He holds a master’s degree in operations research from the Air Force Institute of Technology and a bachelor’s degree in mathematics from Kansas State University. He serves on a number of boards and is active in many local and national organizations. He is currently a Florida Public Pension Trustee Association director, a Certified Public Pension Trustee, a Certified Public Manager, a Certified Retirement Administrator and a Certified Retirement Counselor.
